AI agents for HR and onboarding: what they do and what companies report

An HR agent answers employee questions about policy, pay and leave from the employee’s own record and the policy library, completes routine HR transactions such as time-off requests and verification letters, and hands sensitive cases to an HR person. In recruiting, the same pattern screens and schedules candidates while people make the hiring decision.

Key takeaways

  1. The HR agents with published figures are vendor self-use or vendor stories. IBM reports 94% containment of common questions for AskHR, Salesforce 96% of employee inquiries resolved without the HR team, and Workday says its hiring agent handles 95% of 7-Eleven’s hiring process.
  2. Answering is the easier half. The larger numbers come from transactions the agent completes, such as IBM’s more than 1 million HR transactions in 2024, and every transaction needs an identity that acts for the employee and nobody else.
  3. Recruiting agents carry legal weight. Recruitment and selection are Annex III high-risk uses under the EU AI Act, with duties from 2 December 2027, and New York City has enforced bias audits of automated employment decision tools since 5 July 2023.
  4. Decisions about hiring, pay and leave exceptions stay with people. The published agents complete routine transactions within policy and route sensitive cases and exceptions to HR.
How an HR agent answers, acts and hands offAn employee or candidate asks in Teams, an HR portal or by text message. The agent checks the person's profile, such as location and role, and the policy that applies. It answers the question or runs a listed HR transaction such as a time-off request or a verification letter. Sensitive cases go to an HR person with the conversation attached. The request path of an HR agent and the four controls around it. The employee’s identity limits what the agent can read; sensitive cases go to a person.

What do AI agents do in HR and onboarding?

They answer policy and benefits questions from the employee’s profile, complete self-service transactions such as time-off requests and letters, help managers start transfers, and in recruiting they screen and schedule candidates. The level varies by task, and so does the control we add.

HR and recruiting tasks by what the agent is allowed to do. "Answers" means it replies from content; "assists" means it drafts or guides and a person acts; "acts" means it changes something itself.

Employee data makes HR stricter than IT. A service desk agent that opens the wrong ticket usually exposes an IT problem; an HR agent that opens the wrong record can expose a salary, a medical leave or a disciplinary case.

What have companies published about HR agents?

Five organizations publish something about an HR or recruiting agent, three of them with outcome figures. All but one are vendor stories or vendor self-use; The Adecco Group’s comes from its own release. Read each figure as the publisher’s claim and check what it counts before you set a target from it.

Microsoft’s July 2025 roundup adds two one-line entries: a KPMG onboarding agent said to cut follow-up calls by 20%, with no baseline or period, and an HCLTech design in which a supervisor agent passes HR tickets to specialist agents, where the 40% faster resolution is an expectation. Neither is strong enough to plan on.

What controls does an HR agent need?

An HR agent needs the controls of any agent that acts, set tighter because the data is personal and some of the decisions are regulated. We start every HR build with the five below and write each one into the acceptance criteria.

  • Identity. The agent reads and acts as the signed-in employee, so it can only reach that person’s record and the policies that apply to them. Coca-Cola Andina’s agent answers from each employee’s location and title, and the build lists Microsoft Entra ID. On Microsoft, a new Copilot Studio agent also gets its own Entra Agent ID, which is what you audit or disable.
  • Data scope. Name the fields the agent may read for each task. A leave question needs the leave balance and the policy for that country, never the salary history or a medical note.
  • Approval. Transactions within policy run once the employee confirms; manager actions need the manager; pay, leave exceptions, grievances and hiring decisions go to HR. Salesforce describes its agent escalating sensitive issues to a human HR representative.
  • Evaluation. Before release, test real questions from each country and policy set, including ones the agent must refuse or escalate. Leave rules differ by location, and a confident wrong answer about an entitlement costs more than a handoff.
  • Regulation. For recruiting, document that the agent screens and schedules while a recruiter decides, keep the logs, and check the use against the EU AI Act’s Annex III duties, which apply from 2 December 2027 after the Digital Omnibus, and against local rules. New York City’s Local Law 144 requires a bias audit within one year before an automated employment decision tool is used, plus notices to candidates.

Monitoring follows the service desk pattern: containment and escalation rate by topic, errors found in a weekly sample of answers, and the share of employees who start with the agent rather than an email to HR.

Where should you start with an HR agent?

Start with policy questions in one country, answered from the employee’s own profile, then add the two or three transactions that make up most HR cases. Leave recruiting until the employee-facing agent runs cleanly, because recruiting brings the regulated decisions.

  1. Export a year of HR cases and rank them by topic and country. Leave, pay dates, benefits enrolment and letters usually lead.
  2. Clean the policy library for that country first: one current version per policy, an owner for each and a review date.
  3. Launch answers in the channel employees already use, with a handoff to HR that carries the conversation. Record the baseline: cases per 100 employees and time to answer.
  4. Add transactions one at a time, each with an employee confirmation and a logged result, starting with time-off requests and verification letters.
  5. Bring in recruiting or a second country after a quarter of clean numbers, with counsel’s classification of the recruiting use on file.

Frequently asked questions

Can an HR agent approve time off on its own?

Within policy, yes, once the employee confirms and the request meets the rules the HR system already enforces. Salesforce’s own agent checks each request against policy and then updates the HR system. Exceptions, such as leave beyond the entitlement, go to the manager or HR.

Is an AI recruiting agent high-risk under the EU AI Act?

It can be. Recruitment and selection are Annex III uses, so an agent that screens or ranks candidates can fall into the high-risk tier once the whole system is assessed, with duties from 2 December 2027. An agent that only books interviews is a weaker case. Your counsel makes the classification.

What containment rate should an HR agent reach?

We found no independent benchmark; the published rates are vendor claims. IBM reports 94% for common questions and Salesforce 96% of inquiries, both measured on their own employees by the company that sells the product. Set your target from your own baseline by topic, and track the error rate in a weekly sample beside it.

Should HR and IT share one agent?

Microsoft runs one front door for IT, HR and campus support and publishes IT figures only. We build HR as its own connected agent with its own identity and data scope, so the HR record never sits within an IT agent’s reach.
