Enterprise search total cost of ownership over three years
What enterprise AI search costs over three years for 1,000 and 5,000 employees, counting seats, connectors, implementation, content clean-up, admin time and model usage. Vendor prices are published list prices checked in October 2026. Everything else is an estimate, and each estimate states its assumption so you can replace it with your own number.
Why the seat price is only part of the cost.
Seats are the visible line
A $20 or $30 monthly seat price is easy to compare. Rollout work, content clean-up and the hours someone spends running the tool appear on no price list.
Usage meters in the fine print
Several vendors bill index capacity, AI credits, agent hours or API calls separately, on top of the seat.
Clean-up costs the same everywhere
Every AI search tool answers from what people can already open. Fixing overshared folders is work you pay for whichever option you pick.
The options cover different ground
A seat product searches many systems for every employee. A build answers the groups of questions you scoped. Compare them on the questions each one answers.
Three-year cost in two paragraphs.
At published list prices, a per-seat AI search product at $20 a user a month costs $729,000 over three years for 1,000 employees and $3,609,000 for 5,000, using Amazon Quick Suite Professional and its $250 monthly account fee as the example. Microsoft 365 Copilot at $30 costs $1,080,000 and $5,400,000, on top of the Microsoft 365 license you already pay for. Add your own team's time at our stated assumptions and the 1,000 employee totals come to about $841,400 and $1,192,400.
A build in your own Azure or AWS account has no seat fees. You pay a build fee, then a cloud bill for search and model usage. For three search workflows used by 1,000 employees we estimate about $74,800 paid out over three years, or about $237,100 once your team's time is counted. The build covers only the questions you scope, so it replaces a company-wide product only when a few groups of questions carry most of the value.
The six costs that make up three-year TCO.
Most comparisons stop at the first card. The other five decide whether the project stays on budget.
Licenses or seats
The monthly price per user times every licensed user for 36 months. Check the minimum seat count, the billing term and whether you already pay for the base license the product needs.
Connectors
Built-in connectors are usually included. Less common systems may need a higher plan, extra index quota or custom work.
Implementation
Vendor or partner services to connect systems, map permissions and tune relevance, plus the hours your own team spends on access, testing and rollout.
Content and permissions clean-up
Removing overshared links, stale copies and duplicate versions before AI starts answering from them. The work is the same whichever option you choose.
Admin time
Someone manages licenses, connectors and search analytics every week. A build also needs someone to watch the cloud bill and rerun acceptance tests when content or models change.
Model usage
Included in most seat prices. In a build you pay per token for the language model and the embeddings, so the cost follows how many questions people ask.
The assumptions behind our estimates.
Vendor prices are list prices checked in October 2026. Every other row here is our assumption, chosen on the generous side for usage. Change any of them and the totals move.

What the tables leave out, and where each option looks better than it is.
The three options buy different things. A seat product gives every employee search across every connected system, and Microsoft 365 Copilot also works inside Outlook and Teams. A build answers the groups of questions you scoped. If people need answers from dozens of SaaS tools, the build totals above do not cover that, and the seat products are the fair comparison.
The Copilot column assumes you already pay for a qualifying Microsoft 365 plan. If you do not, Microsoft 365 E3 has cost $39 a user a month since July 2026, which adds $1,404,000 over three years at 1,000 employees. Microsoft 365 Copilot Business at $21 needs a Microsoft 365 Business plan, and Microsoft sells those plans for up to 300 users, so it does not apply at these sizes.
Amazon Q Business Pro and GoSearch Pro also list at $20 a user a month. Q Business bills its index separately at $0.264 per unit-hour, and each unit covers 20,000 documents or 200 MB of extracted text, so 200,000 documents need 10 units at about $1,927 a month. GoSearch puts single sign-on, SCIM provisioning and shared connectors on its Enterprise plan, which is priced by quote.
The model you choose is the largest variable in the build's cloud bill. With GPT-5.4 instead of GPT-5.4 mini, model usage for 1,000 employees rises from about $16,300 to about $54,400 over three years. Volume discounts would lower the seat columns, and partner fees we could not price would raise them.
Do enterprise search products charge per query?
Seat products with published prices list no per-query fee for licensed users, but several meter heavier AI use. Search services you build on bill by the hour or by the request. Prices checked in October 2026.
| Product or service | How it bills | Per-query or usage charge |
|---|---|---|
| Microsoft 365 Copilot | Per user per month | No per-query fee listed for licensed users. Agents in the free Copilot Chat use metered pricing, and Copilot Studio sells credits in packs of 25,000 for $200 a month. |
| Amazon Quick Suite | Per user per month plus $250 per account | No per-query fee listed. On the Enterprise plan, agent hours beyond the allowance cost $3 an hour. |
| GoSearch Pro | Per user per month | Unlimited searches and AI answers on the Pro plan. |
| Glean | Seats plus FlexCredits | Fast Mode queries are unlimited. Thinking queries above 100 per user per week, premium models, agent runs and API calls use FlexCredits. Glean publishes no dollar rates. |
| Atlassian Rovo | Credits included with Jira and Confluence paid plans | Rovo Search uses no credits. A Rovo Chat Quick Answers message uses 10 credits, and extra credits cost $0.01 each from December 2026. |
| Azure AI Search, if you build | Per search unit per hour | Azure lists no per-query charge for keyword or vector queries. The optional semantic ranker costs $1 per 1,000 queries after a monthly free allowance. |
| Language model, if you build | Per token | About $0.0072 a question with GPT-5.4 mini on Azure under our assumptions. |
| Google Agent Search | Per query | $1.50 per 1,000 queries on Standard Edition and $4.00 per 1,000 on Enterprise Edition. |
What search APIs cost for AI commerce and customer-facing apps.
Product search in a store or an app is priced by request, so headcount does not matter. At 1 million requests a month, list prices come to about $495 on Algolia Grow before record charges, $1,500 on Google Agent Search Standard Edition and $2,500 on Google AI Commerce Search.
| Service | Price model | Published price |
|---|---|---|
| Algolia Grow | Per request and per record | 10,000 requests and 100,000 records a month included, then $0.50 per 1,000 requests and $0.40 per 1,000 records |
| Algolia Grow Plus | Per request and per record | $1.75 per 1,000 requests after the first 10,000, with AI Ranking and AI Synonyms |
| Algolia Elevate | Annual contract | Quote only, volume-based |
| Google AI Commerce Search | Per request | $2.50 per 1,000 search and browse requests. Importing the catalog and user events is free. |
| Google Agent Search | Per query plus index storage | Standard Edition $1.50 and Enterprise Edition $4.00 per 1,000 queries. Advanced Generative Answers add $4.00 per 1,000. Index storage is $5 per GiB a month after 10 GiB free. |
| Coveo | Units of capacity | Not published. Each Commerce unit includes 100,000 queries and recommendations a month. |
| Azure AI Search | Per search unit per hour | Standard S1 is $245.28 per search unit a month in East US. The semantic ranker is $1 per 1,000 queries. |
The average annual cost of enterprise search software.
No vendor publishes an average, and several of the best-known products publish no price at all: Glean, Coveo and Google Gemini Enterprise all quote privately. Products with a published seat price charge $20 to $30 a user a month, which is $240 to $360 a user a year at list.
For 1,000 employees that is $240,000 to $360,000 a year, and for 5,000 employees $1.2 million to $1.8 million, before base licenses, usage meters and discounts. A build in your own cloud is priced by content volume and question volume instead of headcount. In our estimate above, its cloud bill for 1,000 employees averages about $1,244 a month.

What is the total cost of ownership of enterprise search over three years?
At October 2026 list prices, a $20 per-seat AI search product costs $729,000 over three years for 1,000 employees, and Microsoft 365 Copilot costs $1,080,000. Adding rollout, content clean-up and admin time at our stated assumptions brings the estimates to about $841,400 and $1,192,400. A build of three search workflows in your own cloud comes to about $237,100 including your team's time, for a narrower scope.
How much does enterprise search software cost for 5,000 employees?
At list price with every employee licensed, $3,609,000 over three years for a $20 seat product with a $250 monthly account fee, and $5,400,000 for Microsoft 365 Copilot at $30. With our estimates of internal time the totals are about $3,873,800 and $5,664,800. Volume contracts are usually lower than list.
Is there internal knowledge search for 1,000 users with no per-query fees?
Yes. Amazon Quick Suite Professional lists no per-query fee at $20 a user a month plus $250 a month per account, which is $243,000 a year for 1,000 users. If you build on Azure AI Search, Azure lists no per-query charge for keyword or vector queries. Only the optional semantic ranker is billed per query, at $1 per 1,000, and the language model is billed per token, about $0.0072 a question in our estimate.
Do enterprise search platforms charge per query?
Seat products rarely charge per query for licensed users, but heavier AI use is often metered. Glean draws FlexCredits for thinking queries above 100 per user per week and for agent runs, Atlassian charges $0.01 per extra Rovo credit from December 2026, and Amazon Quick Suite Enterprise bills extra agent hours at $3 an hour. Search APIs such as Google Agent Search and Algolia charge per request.
What is the average annual cost of enterprise search software?
No vendor publishes an average. Products with published seat prices charge $20 to $30 a user a month, or $240 to $360 a user a year, so $240,000 to $360,000 a year for 1,000 employees at list. Glean, Coveo and Google Gemini Enterprise do not publish prices.
How are enterprise search APIs priced for AI commerce applications?
By request. Algolia Grow charges $0.50 per 1,000 search requests after 10,000 free a month, Google AI Commerce Search charges $2.50 per 1,000 search and browse requests, and Google Agent Search charges $1.50 or $4.00 per 1,000 queries depending on the edition. Coveo does not publish prices.
What does model usage cost if we build enterprise search ourselves?
At 6,000 input and 600 output tokens a question, GPT-5.4 mini on Azure costs about $0.0072 a question, so 63,000 questions a month cost about $454. GPT-5.4 costs about $0.024 a question. Measure your real question volume during the first weeks of use and update the estimate.
How much does Glean cost?
Glean does not publish prices. Its documentation describes seats plus a pooled usage allowance called FlexCredits, with unlimited Fast Mode queries per seat, but it gives no dollar rates. Ask for the seat price, the FlexCredit rate and the minimum seat count in writing.
