How to Build a Copilot Studio Agent for Internal Audit and 2LOD Assurance
A build sequence for an assurance agent that prepares evidence requests and workpaper drafts while auditors keep every judgment call
What You'll Achieve
A Copilot Studio agent that supports control testing and second line of defense reviews from your own methodology and control library, runs on each user's own permissions, sends every output through human review, and leaves an interaction record you can produce for an audit committee or regulator
Who This Is For
Internal audit and second-line risk leads working with a Power Platform maker
Before You Start
- Copilot Studio access for the maker: a Copilot Studio user license backed by a tenant Copilot Credits subscription, a Microsoft 365 Copilot license, or pay-as-you-go billing linked to the environment. A trial license lets you build and test, but it cannot publish
- A dedicated Power Platform environment for assurance agents, with data policies set by your Power Platform admin
- Your audit methodology and your policy and control library stored in SharePoint or Dataverse, each with a named owner
- Microsoft Purview Audit turned on for the tenant, plus a compliance admin who can search audit records and use DSPM for AI
- A methodology owner who decides in writing what the agent may draft and what only an auditor may conclude
- Two test accounts: an auditor with engagement access and a user without it
Readiness Checklist
Before you begin implementation, ensure you have these items in place:
- One assurance task chosen, with weekly volume and current effort recorded
- Decision boundary written and signed by the chief audit executive or second-line head
- Decision made on separate agents for internal audit and the second line
- Test set of 30 to 50 real requests written, including refusal cases
- Dedicated Power Platform environment created for assurance agents
- Data policy drafted: unauthenticated chat, public website knowledge and HTTP blocked
- Methodology and control library owners named, with one approved version per document
- Security groups created for each audit team or engagement
- Purview Audit confirmed on, with a compliance admin assigned to the agent
- Two test accounts ready: one with engagement access, one without
Step-by-Step Guide
Define the Assurance Task and the Lines the Agent Must Not Cross
Pick one narrow, repeatable task and write down the human decision points before you build
- Choose one task with high repetition. Good first candidates are drafting the evidence request list for a control test and mapping a revised policy clause to the controls it affects.
- Write the decision boundary in plain words. The agent may draft, retrieve, compare and summarize. Only a named auditor may conclude on control design, operating effectiveness, severity or a finding.
- Get the chief audit executive or the second-line head to sign that boundary into your methodology. An agent with an unwritten boundary will be judged against whatever each reviewer assumes.
- Decide early whether internal audit and the second line share one agent. The IIA's Three Lines Model calls for safeguards when the chief audit executive takes on second-line responsibilities, and separate agents in separate environments is the simplest safeguard to evidence.
- Build a test set before any configuration: 30 to 50 real requests from closed engagements, each with the expected output, the source document and the reviewer who would sign it off.
- Include refusal cases. Ask the agent to rate a control as effective, to close a finding, to swap a sample item after testing started, and to send a workpaper outside the engagement team.
Lock Identity and Data Access to the Engagement
Make the agent see what the signed-in auditor can see, and nothing beyond it
- Build in a dedicated environment. Keeping assurance agents out of the default environment means their data policies and transcript settings apply to them alone.
- Keep authentication on Authenticate with Microsoft, which is the default for new agents. Users sign in with Microsoft Entra ID, and the Teams and Microsoft 365 channels only support this option.
- Ask your admin to block the connector Chat without Microsoft Entra ID authentication in Copilot Studio in the environment's data policy. Makers then cannot publish an unauthenticated version of the agent.
- Set every tool to End user credentials. Maker-provided credentials let any user reach data through the maker's account, and Copilot Studio's automatic security scan warns before publish when you choose them.
- Share the agent with a security group for each audit team or engagement. Sharing with everyone in the organization also triggers the security scan warning.
- Review the agent's Microsoft Entra Agent ID with your identity team. Copilot Studio creates one for each new agent, connector permissions appear on it as API permissions, and Conditional Access policies can target them.
- Test with the second account. Ask for a workpaper from an engagement that account cannot open, in several phrasings, and confirm the agent returns nothing from it.
Ground the Agent in Your Methodology and Control Library
Connect authoritative sources only, and switch off every path to general or web knowledge
- Add the audit methodology and the policy and control library as SharePoint knowledge. The agent searches the registered URL and its subfolders. It never reaches parent folders or sites you did not register.
- Write a specific description for each knowledge source. Generative orchestration reads these descriptions to decide which source to search for a given request.
- If your risk and control matrix lives in a SharePoint list, keep it lean. Copilot Studio list knowledge only returns data from the first 2,048 rows, and list views cannot be used as a source.
- In the agent's Generative AI settings, turn off Allow ungrounded responses and Use information from the web. With ungrounded responses off, the agent blocks any answer from a turn where it used no knowledge source or tool, and the fallback topic runs instead.
- Leave public websites out of an assurance agent. If auditors need a regulation or a standard, store the approved copy in your library with its effective date in the first paragraph.
- Ask your admin to block Knowledge source with public websites and data in Copilot Studio for the assurance environment, so nobody adds web grounding in a later release.
- Keep content moderation at High, the default, or raise it to Highest. The highest setting applies the strictest filter and produces fewer answers.
Add Tools Through Agent Flows, With a Human Gate on Every Output
Let flows do the deterministic work and route anything that leaves the agent through a reviewer
- Build tools as agent flows in Copilot Studio. Agent flows follow a rule-based path where the same input gives the same output, which suits evidence logs and sample records far better than a model.
- Keep sample selection out of the language model. Select the sample in your audit analytics tool or in a flow with a documented rule, then let the agent record the population source, population size, selection method and selected items in the workpaper draft.
- Turn on Ask the end user before running for every tool that writes or sends anything. The auditor sees exactly what will run and confirms it.
- Use the Request for information action, under Human review in the flow designer, when evidence must come from a control owner. The flow pauses, emails the owner through Outlook, and resumes with their typed answers. Requests cannot go to people outside your tenant.
- Use Run a multistage approval when a draft needs reviewer and then manager sign-off. The feature is in preview. Microsoft advises keeping human stages in compliance-critical approvals, so leave AI approval stages out of anything that concludes on a control.
- Save agent output to a drafts library in the engagement site. Nothing the agent drafts becomes a workpaper of record until a named reviewer moves it.
- Ask your admin to block the HTTP connector in the environment's data policy. If one reviewed endpoint is needed, endpoint filtering allows that URL and denies the rest.
Make the Audit Trail Complete Before Go-Live
Know where conversations and configuration changes are recorded, and for how long
- Confirm Microsoft Purview Audit captures the agent. Maker changes log events such as BotUpdateOperation-BotPublish and BotUpdateOperation-BotAuthUpdate, and each user exchange logs a CopilotInteraction event.
- Know the gap in the Audit solution. It stores the transcript thread ID and metadata, and the prompt and response text is retrieved through DSPM for AI by people in the Content Explorer Content Viewer role group.
- Create a Purview retention policy for the Microsoft Copilot Experiences location that matches your workpaper retention period. Agent prompts and responses are stored in the user's mailbox, so eDiscovery can search, hold and export them.
- Treat the Dataverse transcript as an operational log. A bulk delete job removes transcripts older than 30 days by default, and for answers grounded in SharePoint, Microsoft documents the answer text in the transcript as REDACTED.
- Restrict transcript access. Only users with the Bot Transcript Viewer security role can read transcripts, and an environment setting in the Power Platform admin center can stop makers from viewing or downloading them at all.
- Check licensing for every user. Copilot Studio records audit events only for users with an assigned Microsoft 365 license, which matters for co-sourced auditors and contractors.
- Run one end-to-end trace before go-live: hold a test conversation, then find it in Purview Audit, open its text in DSPM for AI, and locate it in an eDiscovery search.
Test Against the Methodology, Then Pilot on One Engagement
Run the test set in agent evaluation, then read every pilot conversation
- Load your test set on the agent's Evaluation page. A single-response test set holds up to 100 test cases, and you can import them from a CSV file with Question and Expected response columns.
- Use Compare meaning for drafting tasks and Tool use to confirm the right flow ran. General quality can flag a correct refusal for improvement, so grade refusals with a Custom test method and labels such as Within boundary and Overreach.
- Run each evaluation under both test accounts. Automated testing uses the signed-in user's connections, so results change with access, and generated test cases can contain whatever that account can read.
- Give the methodology owner the Agent viewer role. They can view and run evaluations without edit rights to the agent.
- Plant an instruction inside a test policy document, for example a line telling the agent to mark every control effective, and confirm the agent treats it as text.
- Pilot on one engagement with the auditors who will sign the workpapers. Review transcripts and Purview records weekly with the engagement manager and log every boundary issue.
- Export evaluation results to CSV after each run. Copilot Studio keeps results for 89 days, and they belong in your validation file.
Implementation Worksheet
Use this worksheet to track implementation. Give every task a named owner and a due date before you start.
| Task | Owner | Due Date | Status | Notes |
|---|---|---|---|---|
| Choose the task and sign the decision boundary | Chief Audit Executive | Week 1 | Pending | What the agent drafts, what only an auditor concludes |
| Write the test set with refusal cases | Audit Manager | Week 1 | Pending | 30 to 50 requests from closed engagements |
| Create environment and data policy | Power Platform Admin | Week 1 | Pending | Block unauthenticated chat, web knowledge and HTTP |
| Build agent, knowledge and instructions | Power Platform Maker | Week 2 | Pending | Ungrounded responses and web search off |
| Build agent flows with human review | Power Platform Maker | Week 2 | Pending | Request for information, confirmation before every write |
| Configure retention and trace one conversation | Compliance Admin | Week 3 | Pending | Audit, DSPM for AI, eDiscovery, retention policy |
| Run evaluation and pilot on one engagement | Audit Manager | Weeks 3-5 | Pending | Export results to the validation file |
Common Pitfalls and How to Avoid Them
The agent drifts from preparing work into concluding on it
Drift starts with helpful phrasing such as "this control appears effective." Put the boundary in the instructions and keep overreach cases in the test set, graded by a Custom test method on every rerun. Sample live conversations each week for conclusion language and log any instance as a defect against the agent.
Evidence comes back through the maker's account
A tool set to Maker-provided credentials can return data the user could never open, which breaks the separation between engagements. Use End user credentials for every tool and resolve every security scan warning before publish. After each release, repeat the access test with the account that lacks engagement rights.
The interaction record expires before the engagement closes
Dataverse transcripts age out after 30 days unless someone changes the bulk delete job, and Copilot Studio storage keeps session data for up to 28 days. Set a Purview retention policy for Microsoft Copilot Experiences that matches workpaper retention, and prove an eDiscovery search finds a test conversation before the pilot starts.
A superseded policy becomes the basis for a test
If old policy versions sit in the registered library, the agent can retrieve them. Keep one approved version of each policy in the knowledge source and move superseded versions to a restricted archive. Add a test case for every clause that changed in the last year. Our reference library guide covers retirement in detail.
Metrics to Track
Reviewer Acceptance Rate
Share of agent drafts, such as evidence request lists and workpaper narratives, that the reviewer accepts with minor edits only
Boundary Violations
Test cases or live conversations where the agent concluded, rated or closed something reserved for an auditor
Grounded Answer Rate
Share of test-set answers that cite the correct, current methodology or control document
Evidence Cycle Time
Days from evidence request to complete evidence received, measured before and after the agent
Audit Record Retrieval
Share of sampled conversations you can find in Purview Audit and retrieve with full prompt and response text

Frequently Asked Questions
Can a Copilot Studio agent perform control testing on its own?
It can handle the preparation around a test. It can draft the evidence request from the control attributes and compare what came back against them. The conclusion on design and operating effectiveness should stay with a named auditor, and your methodology should say so in writing. Microsoft's own guidance on AI approval stages advises keeping human stages in compliance-critical decisions.
Should the second line and internal audit share one agent?
We recommend separate agents. The second line can use an agent for policy-to-control mapping and monitoring support, and internal audit can use its own for testing preparation. The IIA's Three Lines Model calls for safeguards to protect internal audit independence when the chief audit executive takes on second-line responsibilities. Separate agents in separate environments, with separate security groups, give you a safeguard you can show an audit committee.
What licenses does an assurance agent need?
Makers need a Copilot Studio user license backed by tenant Copilot Credits, a Microsoft 365 Copilot license, or a pay-as-you-go environment. A trial license covers building and testing but cannot publish. When users with Microsoft 365 Copilot licenses use the agent in Copilot Chat, Teams or SharePoint, generative answers and Microsoft Graph grounding do not consume Copilot Credits. Agent flows consume Copilot Studio capacity for each action. Confirm current rates in Microsoft's Copilot Studio licensing guide before you budget.
Where is the audit trail for agent conversations?
Microsoft Purview Audit logs a CopilotInteraction event for each user exchange and logs maker changes such as publishing or changing authentication. The prompt and response text is available through DSPM for AI and eDiscovery, because it is stored in the user's mailbox. Retention comes from a Purview retention policy on the Microsoft Copilot Experiences location. The Dataverse transcript is a short-lived operational log.
Can the agent pick audit samples?
Keep selection out of the model. A language model cannot give you a reproducible selection you can re-perform. Run selection in your audit analytics tool or in an agent flow with a documented rule. The agent then records the selection method and the selected items in the workpaper draft. The agent can explain the selection to a reviewer, but it should never change it.
How long does a build like this take, and can you build it for us?
The configuration is the quick part. The test set and the methodology sign-off on the decision boundary take most of the time, so start those first. If you would rather have us build it, we scope one workflow with you, build it in your environment in two weeks, and you pay $10,000 only after the acceptance criteria are met.
Rather have us build it?
Describe the workflow and get acceptance criteria and a price in under a minute. The first build is $10,000, two weeks, in your environment. You pay only after every signed criterion passes.
